SUMMARY:Governance of Global Moon Exploration and Settlement Episode 3 - Sharing the Benefits of Lunar Activities
DESCRIPTION:Both the United States and China have revealed their plans to return people to the Moon in the near future. Many other countries\, as well as private companies\, will partner with the U.S. and China in these endeavors. As these missions move forward\, the risk for interference or conflict arising from competition for sunlight\, ice\, and land will grow. In order to reduce this risk\, a set of basic ground rules must be implemented. NASA has begun the process of establishing these rules among its partners in the Artemis Project through a series of bilateral agreements. But the Artemis Accords are aimed to Artemis partners only. The Moon Village Association’s Best Practices for Sustainable Lunar Activity fill this gap by providing a process for developing multilateral ground rules for all countries that are heading to the Moon. The Principles were issued last March by MVA and can be seen at: https://moonvillageassociation.org/moon-village-principles-mvp-issue-2-draft-public-consultation-opens/. \nAmong the many legal issues that need clarification is the extent to which space faring countries are obligated to share the benefits of their Moon missions. The sharing of benefits is a fundamental principle of law that is enshrined in the very first article of the 1967 Outer Space Treaty: \n“The exploration and use of outer space\, including the Moon and other celestial bodies\, shall be carried out for the benefit and in the interests of all countries\, irrespective of their degree of economic or scientific development\, and shall be the province of all mankind. “ \nBut what exactly does this article mean? What types of benefits are to be shared? And how?  \nThe second principle in the current draft of the Best Practices for Sustainable Lunar Activity attempts to elaborate on the duty to share benefits by encouraging all space actors to: \n“Conduct lunar activities in a manner that takes into account the interests of other actors and benefits all countries and humankind. Both governmental and nongovernmental actors involved in lunar activities should provide for benefit-sharing through all feasible means\, including for example the promotion of the participation in lunar activities by all countries\, and\, in particular\, developing countries. “ \nThis webinar will take up this critical issue with the intent of acquiring a better understanding of the meaning and practical impact of the requirement to share benefits according to Best Practices Principles. DESCRIPTION:The world is going to the Moon together. Over the coming 6-7 years\, dozens of cubesats\, orbiters\, landers\, rovers and sample returns from up to a dozen countries will be heading to the Moon. The primary focus will be on the science\, exploration and on prospects for development of the Moon – with a clear emphasis on the lunar south pole\, where large-scale deposits of water ice and other volatile materials are believed to exist. \nNumerous space agencies worldwide are now sponsoring projects – including NASA\, CNSA\, JAXA\, ESA\, RSA\, ISRO and others – which will lead during this decade to humanity’s return to our Moon. \nThe Moon Village Association (MVA)\, a non-governmental organization (NGO) formed in Vienna to advance the goal of a global Moon Village (MV)\, through its MV Architectural Concepts and Considerations Working Group (MV Architecture WG) is during 2020-2021 conducting a focused ‘case study’ examining the ambitious goal of establishing a biologically self-sufficient settlement on the Moon by 2045. He is a former satellite engineer\, managing director of a satellite services operator\, and was Vice-Chair of Judges for the Google Lunar XPRIZE. He is active in efforts to protect the lunar legacy sites from future incursions. \nPatrick Collins is Chairman of the Society for Space Tourism of Japan (SSTJ) and Emeritus Professor of Azabu University\, where he taught economics for 19 years. Earlier he was a Guest Researcher at the Research Center for Advanced Science and Technology of Tokyo University (RCAST)\, the National Space Development Agency (NASDA)\, the National Aerospace Laboratory (NAL)\, and the Institute for Space and Astronautical Science (ISAS) in Japan\, after being Senior Lecturer at Imperial College in London\, where he wrote his doctoral thesis on the economics of solar power satellites. He is also a Vice-President of Space Renaissance International. SUMMARY:Governance of Global Moon Exploration and Settlement Episode 4: Best Practices for Sustainable Lunar Activities - The way forward
DESCRIPTION:Both the United States and China have revealed their plans to return people to the Moon in the near future. Many other countries\, as well as private companies\, will partner with the U.S. and China in these endeavors. As these missions move forward\, the risk for interference or conflict arising from competition for sunlight\, ice\, and land will grow. In order to reduce this risk\, a set of basic ground rules must be implemented. NASA has begun the process of establishing these rules among its partners in the Artemis Project through a series of bilateral agreements. But the Artemis Accords are aimed to Artemis partners only. DESCRIPTION:The vision of the Moon Village Association is to engage space stakeholders\, and most importantly non-space “actors” to implement the Moon Village. DESCRIPTION:Join us to hear perspectives of the MVA payload project goals from leaders in their fields! \nWhen humans first set off for the Moon with the Apollo program\, and in particular the Apollo 8 mission\, they were profoundly moved by what they saw. \nThey’d been further than any human in the history of our planet and were approaching a new world – but it was what they left behind that really changed their perspective. From a distance\, they saw our home – spaceship Earth – “hanging in the void”. \nThis was the first time someone had described the term the “Overview Effect” – a cognitive state of awareness only acquired when being so far away from the Earth itself\, that one becomes overwhelmed by its beauty\, fragility and loneliness in the darkness of space. When you’re far enough from home\, you really get a sense of appreciating it. \nBut not everyone has the same experience of the Overview Effect. This by-invitation online meeting is also being co-organized by the International Academy of Astronautics (IAA) Symposium on Building Blocks for Future Space Exploration and Development\, and the National Space Society ISDC Lunar Track. The MVA’s Moon Village (MV) Architecture Working Group is conducting during 2020-2021 an “Architecture Reference Case Study” – addressing prospects for the Moon Village\, targeting the 2045 time-frame\, but looking back toward the present (e.g.\, 2025 and 2035) and beyond to the further future. She has served as Artist in Residence at Gettysburg National Military Park\, and she is co-editor of Beyond Earth’s Edge: The Poetry of Spaceflight (University of Arizona Press\, 2020). She lives in Tucson\, Arizona\, and works as a librarian at the University of Arizona Poetry Center. \nLisa Pettibone\, originally from California\, is a UK based visual artist and curator working at the intersection of art and science. With an interest in astronomy and physics\, her practice investigates how form evolves through hidden forces such as gravity\, energy and tension. Producing sculpture\, installation and print\, her process often incorporates research into scientific concepts. She was artist in residence at Mullard Space Science Laboratory (UCL) in Surrey from 2018-2019 where she followed the ESA’s Euclid Mission. With an MA in Art and Science from Central Saint Martins London (2018)\, she exhibits internationally and won the UK National Open Art Prize 2017. Schwartz is an Assistant Professor of Philosophy at Wichita State University. His research focuses on philosophical and ethical questions that arise in space exploration and space policy. He is author of The Value of Science in Space Exploration (Oxford University Press\, 2020) and co-editor with Tony Milligan of The Ethics of Space Exploration (Springer\, 2016). His research also appears in journals such as Advances in Space Research\, Acta Astronautica\, Space Policy\, Astropolitics\, Journal of the British Interplanetary Society\, Environmental Ethics\, Ethics & the Environment\, and others. He has also contributed to numerous edited collections on the ethics of space exploration\, most recently to Human Enhancements for Space Missions (Springer\, 2020) and Astrobiology: Science\, Ethics\, and Public Policy (Wiley\, 2021). \nDr. Marco C. Bernasconi is a Swiss expert in lightweight structures\, astronautical systems\, and astronautics and society assessments. During his career he gained extensive experience in the development of ultralight structure technologies and application designs. He has repeatedly served as a consultant to the European Space Agency for futures assessment (1995-97\, 2001-2003)\, and contributed to a number of study groups within the International Academy of Astronautics (IAA)\, of which he’s been a full member since 1995. SUMMARY:Lunar Commerce & Economics WG Webinar - Commercial potential of the Moon – why and how?
DESCRIPTION:Humankind is going back to the Moon – both via robotic and crewed missions. Indeed\, it is hoped that now\, over a half century since the Apollo landings\, this time the intention will be to stay. Various architectures are being proposed which address the technical challenges of providing an environment for the future occupants of the facilities on and below the lunar surface. Also\, a great deal of work is taking place to establish the legal and regulatory basis for such a future habitation and working base. But how will the financial resources become available to make this future possible\, and how can a truly commercial set of enterprises on the lunar surface function to provide revenues\, creating the next\, permanent\, phase of lunar development? \n\n\n\nThis webinar will provide an insight into how the Moon Village Association (MVA) is tackling these questions\, by the creation of a Working Group on Lunar Commerce and Economics (LCE)\, which is working to produce a “Lunar Commerce Portfolio”. This will be created from the best available international data\, and will become a reference source for the planning community – in space agencies\, in the series of commercial entities contributing to these activities\, and to the venture capital and insurance sectors underwriting the entrepreneurial companies taking these first commercial steps. The webinar will provide you with an early insight into this important new work\, and the form in which it is being developed.
