SUMMARY:Governance of Global Moon Exploration and Settlement Episode 4: Best Practices for Sustainable Lunar Activities - The way forward
DESCRIPTION:Both the United States and China have revealed their plans to return people to the Moon in the near future. Many other countries\, as well as private companies\, will partner with the U.S. and China in these endeavors. As these missions move forward\, the risk for interference or conflict arising from competition for sunlight\, ice\, and land will grow. In order to reduce this risk\, a set of basic ground rules must be implemented. NASA has begun the process of establishing these rules among its partners in the Artemis Project through a series of bilateral agreements. But the Artemis Accords are aimed to Artemis partners only. The Moon Village Association’s Best Practices for Sustainable Lunar Activity fill this gap by providing a process for developing multilateral ground rules for all countries that are heading to the Moon. \nThe Principles were issued last March by MVA and following 6 months of public consultation\, including several webinars\, will be presented in its present form. \nThis webinar will be the last of the Governance episodes and will present the proposed way forward to implement the Best Practices\, in the short and medium to long term as well as provide a sneak preview of the 1st Online Global Moon Village and Workshop\, 9-10 November where some announcement are expected. \nThe panelists will discuss: \n\nBest Practices for sustainable lunar activities\, updated version\nImplementation strategy:\n\nIn the short term\, as this will reduce the risk of involuntary accidents and harmful interference\, increase confidence building\, promote peaceful cooperation\, and ensure that lunar activities are conducted in a sustainable manner.\nIn the medium to long term\, the importance of COPUOS will be discussed\, to increase the consensus to the Best Practices\, with specific reference to the developing countries.\n\n\nPreliminary Programme of the 1st Online Global Moon Village Workshop & Symposium\n\nRegister on Eventbrite to participate in the webinar: \nhttps://www.eventbrite.com/e/governance-of-global-moon-exploration-and-settlement-episode-4-tickets-124546839951 \n or watch live on the MVA Facebook Page. \nThe admission in the webinar will be on a first come first served basis. \n\n\nSpeakers: \n\nNiklas Hedman – Chief Committee\, Policy and Legal Affairs Section\, Office for Outer Space Affairs United Nations Office\, Vienna\nGeorge A. Danos – Chairman of the Local Organizing Committee (LOC) of the 1st Online Global Moon Village Workshop & Symposium\, CEO of Cyprus Space Exploration Organisation (CSEO)\nSteven Freeland – Professor of International Law\, Western Sydney University\, Australia\nMark J. Sundahl – Director\, Global Space Law Center\, Cleveland State University\nGiuseppe Reibaldi – President\, Moon Village Association\n\n\n\nProgram: \n\n3:00 – 3:15 pm: Introduction/Strategy for implementation (Giuseppe Reibaldi)\n3:15 – 3:35 pm: MVA Best Practices for Sustainable Lunar Activities\, updated version following consultation (Mark J. Sundahl)\n3:35 – 3:50 pm: COPUOS role (Niklas Hedman)\n3:50 – 4:00 pm: 1st Online Global Moon Village Workshop & Symposium (George A. International cooperation is key in achieving this\, and furthermore engaging countries that are not the usual players in the field is important. The workforce of the near future needs to be nurtured via a wide grassroots effort. \nThe Moon Village Association has recently implemented their Program for Emerging Space Countries (PESC) which has stimulated interest from around the world. The interested parties\, agencies and entities from these emerging countries will require an educational program\, as well as a technical training program at all the levels – from schools\, to universities\, to industry. \nThe established industry from leading space faring nations will also require their future workforce to possess multi-discipline diverse skills in order to undertake the bold goals of returning to the Moon and creating the first off-world base of humanity on a celestial body other than our planet Earth. \nAll the above need synergies between key players: \n\nThe Moon Village Association\, as the institutional platform connecting multi-stakeholders for implementing the Moon Village\, utilizing its own PESC program.\nThe Space Generation Advisory Council\, as the international community of all youth that has gone out of their way to engage their interest in a career in space exploration.\nThe Cyprus Space Exploration Organisation\, as the stakeholder with a worldwide network of educational and training material\, and a global audience reaching over 1 million people in CSEO’s dissemination of outreach\, education and capacity building.\nThe United Nation Office for Outer Space Affairs\, the global official institutional body that drives international efforts for regulating and uniting that nations of our planet in a common goal of peaceful exploration of space beyond our cradle Earth.\n\nAbove key players are brought together in this unique webinar that seeks to answer and or identify the needs of capacity building for space and lunar exploration. \n  \nRegister on Eventbrite to participate in the webinar or watch live on the MVA Facebook Page and CSEO Facebook Page. \nThe admission in the webinar will be on a first come first served basis. \n  \n\n\nParticipants: \nParticipants: \n\nJorge Del Rio Vera: Office for Outer Space Affairs United Nations Office\, Vienna\nAntonino Salmeri\, Space Generation Advisory Council\nGhanim Alotaibi\, PESC Project\, Moon Village Association\nGeorge A Danos\, Cyprus Space Exploration Organisation (CSEO)\nGiuseppe Reibaldi\, Moon Village Association \n\nModerator: \nMaria Lavithi\, Cyprus Space Exploration Organisation (CSEO) \nProgram \n\n4:30 – 4:40 pm: Introduction – George A Danos and Giuseppe Reibaldi\n4:40 – 4:50 pm: SGAC – The scientists and engineers of the future\n4:50 – 5:00 pm: UNOOSA – Connecting established and emerging space-faring nations: Access to Space for All\n5:00 – 5:10 pm: PESC – Preparing Emerging Countries for the Moon Village\n5:10 – 5:20 pm: CSEO – Capacity Building and the future lunar workforce\n5:20 – 5:55 pm: Round table discussion – Moderator CSEO\n5:55 – 6:00 pm: Conclusion

SUMMARY:MVA PAYLOAD - The Overview Effect
DESCRIPTION:Join us to hear perspectives of the MVA payload project goals from leaders in their fields! \nWhen humans first set off for the Moon with the Apollo program\, and in particular the Apollo 8 mission\, they were profoundly moved by what they saw. \nThey’d been further than any human in the history of our planet and were approaching a new world – but it was what they left behind that really changed their perspective. From a distance\, they saw our home – spaceship Earth – “hanging in the void”. \nThis was the first time someone had described the term the “Overview Effect” – a cognitive state of awareness only acquired when being so far away from the Earth itself\, that one becomes overwhelmed by its beauty\, fragility and loneliness in the darkness of space. When you’re far enough from home\, you really get a sense of appreciating it. \nBut not everyone has the same experience of the Overview Effect. For some\, it brought fear and overwhelming feelings of alienation and isolation.  \nWe’re very excited to be collaborating with the Moon Village Association\, to bring together a range of speakers to talk about the wonders of the Overview Effect.  \nSpeakers \n\nLiza Koumi- Moon Village Payloads Project Manager\, Space projects engineer\, and International Space University Alumni\nPhilippe Van Nedervelde- Award winning VR creator\, Advocate for Spaceflight and Futurist.\nAlice Gorman a.k.a Dr Space Junk -Space Archaeologist\, Heritage consultant and Board member of the Space Industry Assocation of Australia and Space4women.\nCarley Scott- CEO of Equitorial Launch Australia- Australia’s Spaceport at 12 Degrees\, Board of Space Industry Association of Australia and CSIRO’s Advanced Manufacturing Academy. .\nVienna Tran\, Moderator of the event\,Space medicine researcher and Writer with Space Australia.\nDr Sarah Jane Pell – Analogue astronaut \, Award winning Artist\, Researcher.\n\nThursday the 29th of October AEST 6:00pm (UTC+11) \, 8:00am CET \nTo register: \nhttps://www.eventbrite.com.au/e/mva-payload-the-overview-effect-tickets-124812009079

SUMMARY:Lunar Commerce & Economics WG Webinar - Commercial potential of the Moon – why and how?
DESCRIPTION:Humankind is going back to the Moon – both via robotic and crewed missions. Indeed\, it is hoped that now\, over a half century since the Apollo landings\, this time the intention will be to stay. Various architectures are being proposed which address the technical challenges of providing an environment for the future occupants of the facilities on and below the lunar surface. Also\, a great deal of work is taking place to establish the legal and regulatory basis for such a future habitation and working base. But how will the financial resources become available to make this future possible\, and how can a truly commercial set of enterprises on the lunar surface function to provide revenues\, creating the next\, permanent\, phase of lunar development? \n\n\n\nThis webinar will provide an insight into how the Moon Village Association (MVA) is tackling these questions\, by the creation of a Working Group on Lunar Commerce and Economics (LCE)\, which is working to produce a “Lunar Commerce Portfolio”. This will be created from the best available international data\, and will become a reference source for the planning community – in space agencies\, in the series of commercial entities contributing to these activities\, and to the venture capital and insurance sectors underwriting the entrepreneurial companies taking these first commercial steps. The webinar will provide you with an early insight into this important new work\, and the form in which it is being developed. The future on the Moon will have to be largely a result of commercial developments. \n\n\n\nCheck out the webinar to get an advanced insight into the nature of the businesses that will be involved\, both space and non-space alike\, and how we will be driving toward understanding the opportunities our Moon may present us. \n\n\n\nRegistration \n\n\n\nTBA \n\n\n\nAgenda: \n\n\n\nIntroduction to the MVA – Giuseppe Reibaldi (5 min)What is the Lunar Commerce and Economics working group? – Derek Webber (10 min )Why the Lunar Commerce Portfolio is needed? SUMMARY:The Registration Project First Public Workshop - Registering Lunar Activities: Possible Solutions to the Shortcomings of Current Law and Practice
DESCRIPTION:The Registration Project was launched to address the shortcomings of existing law and practice regarding registration as humankind returns to the Moon. The Project is a joint venture of the Moon Village Association (MVA) and the Global Space Law Center (GSLC) at Cleveland State University. The Registration Project’s first public workshop will take place via Zoom on Thursday\, June 24\, 2021 from 17:00 to 19:00 CET (11 a.m.-1 p.m. EDT). The purpose of the workshop is to receive comments and suggestions from experts outside of the Registration Project membership as well as from the general public. The Workshop is being hosted by Moon Dialogs \n\n\n\nREGISRATION LINKhttps://www.eventbrite.com/e/moon-dialogs-salon-registering-lunar-activities-registration-158734261449PANELISTSDr Mark Sundahl\, Professor of Law and Director of the Global Space Law Center at Cleveland State UniversityAntonino Salmeri\, Lead of SGAC’s E.A.G.L.E. Team and Doctoral Research in Space Law at the University of LuxembourgJessy Kate Schingler\, Director of Governance and Policy at the Open Lunar Foundation \n\n\n\nTHE DUTY TO REGISTER SPACE OBJECTSThe obligation to register space objects on a public registry is a fundamental principle of the law of outer space. In a field where many principles lay untested\, the obligation to register has a long history of compliance. Counting thousands of registrations\, the Registration Convention (RC) is arguably the most utilized space treaty. \n\n\n\nOVERVIEW OF THE REGISTRATION PROJECTThe Registration Project was launched in 2021 to address the shortcomings of existing law and practice regarding the registration as humankind returns to the Moon. This self-governed working group is a joint venture of the Moon Village Association (MVA) and the Global Space Law Center (GSLC) at Cleveland State University. The group consists of 25 members from around the world drawn from industry\, academia\, government\, and nongovernmental organizations. The ultimate work product of the Registration Project will be a White Paper to be submitted to the COPUOS in order to encourage the multilateral discussion of issues related to registration law and practice. This White Paper will also be shared with the MVA’s Global Expert Group on Sustainable Lunar Activities (GEGLSA) in order to supplement the GEGSLA’s work regarding registration.

Such an infrastructure will need to support the crew in medical needs. Current research responds to human drive to explore and come up with new ways to ensure reliable health care for astronauts and scientists located in the Lunar base. In our group\, we will discuss innovations in technology\, medicine and life support systems needed for medical autonomy on the Moon\, alongside high risk medical emergencies and  major human factors which will be challenges on the Lunar base. Our goal is to share knowledge and experience together with experts and build impactful solutions. \n\n\n\nQ1: What type of infrastructure is needed for medical autonomy on the Moon?Q2: What are high risk medical emergencies\, and how can they be tackled on the Moon?  What needs to be evacuated back to Earth?Q3: What are major human factors (including mental health) challenges on the Moon?Q4: Role of analogues in exploring medical autonomy: How could these be tested?Q5: What would medical autonomy on the Moon look like in the next 5\, 10 and 50 years? What role can the MVA play in this regard?\n\n\n\nModerator: Kateřina Kobrlová\, Ilaria Cinelli \n\n\n\nKeynote Speaker: Kris Lehnhardt (Element Scientist for Exploration Medical Capability at the NASA Johnson Space Center) \n\n\n\nSpeaker: Ashfaq Gilkar (Lead Senior Clinical Business Analyst at Guys and St Thomas’ NHS trust) \n\n\n\nSubject Matter Expert: Rochelle Velho (SGAC Space Medicine and Life Sciences Project Group)\, Kristi Ray (Aerospace Medicine resident at UTMB/ NASA)\, Anthony Yuen (emergency medicine physician and space medicine researcher at Weill Cornell Medicine in New York City) \n\n\n\n\nTopic 2: Legal Status and Policy Issues of Moon Resources and Infrastructure\nAlthough humans have not set foot on the Moon since 1972\, there has been renewed interest in returning to the lunar surface over the last several years. With a new ‘race’ to secure resources and land for infrastructure\, there still exists little legislation to guide governments and private entities on how to appropriately conduct such activities on the Moon. With multiple actors already preparing themselves to partake in lunar developments and exploitation\, decisions relating to the legal and policy aspects of lunar construction and resource management need to be made as soon as possible. The primary aim of this discussion group is to understand the difficulties inherent in establishing legislation and policy related to Moon resources and infrastructure\, while finally offering answers to some of the most critical questions on the topic. We shall tackle questions of ownership and coordination among stakeholders\, the reduction of obstacles and hostile interactions\, and what the legal framework for the use of lunar resources could look like in the next ten years. The discussion group shall put forward their responses in a coordinated presentation. \n\n\n\nQ1: What are the main challenges and obstacles to a legal framework for lunar resources?Q2: How should resources and infrastructure be shared between various stakeholders?Q3: How can actors reduce the risk of unpeaceful interactions on the Moon?Q4: What could the legal framework for use of lunar resources look like in the next 5\, 10 and 50 years? What role can the MVA play in this regard?\n\n\n\nModerator: Molly Silk \n\n\n\nKeynote Speaker: Mark J. Sundahl (Global Space Law Center) \n\n\n\nSubject Matter Experts: Mark J. Sundahl (Global Space Law Center)\, Chris Johnson (Secure World Foundation)\, Stephanie Wan (IMSG) \n\n\n\n\nTopic 3: Innovation Craters – Towards a Lunar Economy\nThis hackathon is focused on developing business ideas for lunar Explorations in the year 2030. Participants will be placed in 4 to 5 teams and will follow a design sprint journey as follows: \n\n\n\nProblem DefinitionBrainstorming for SolutionsBusiness ModelPitch your idea\n\n\n\nTeams will receive 3 challenges from the moderators\, and are allowed to select an alternative challenge of their own. Participants will pitch their ideas to all participants and a panel of judges at the end of the event. \n\n\n\nModerators: Georges-antoni Moubayed – Kaori Becerril \n\n\n\nKeynote Speaker: Manny Shar (Bryce Space and Technology) \n\n\n\nSubject Matter Experts: Jenna Tiwana\, Derek Webber \n\n\n\n\nTopic 4: Moon as a Base for Science\nBased on the scientific objectives identified by NASA and ESA for future exploration of the Moon\, this discussion group will try to answer several questions regarding these objectives. First\, the group will try to identify any additional scientific objectives based on the group’s expertise. The main activity of this discussion group however\, is to look at these scientific objectives from an implementation point of view. The discussion group will look at what the role of human and/or robotic exploration of the Moon is for the scientific objectives. Also\, the way this exploration is plannen could be used as a subject for investigation\, such as a (permanent) settlement or more sparse missions. We will end the workshop by visualising our vision for the future of science of the Moon.  \n\n\n\nQ1: What scientific objectives can we identify beyond the objectives stated in the background and reading materials?Q2: Which scientific objectives should be reached using manned missions and which using robotic missions?Q3: What scientific objectives require (a permanent) human settlement on the Moon\, such as the Moon Village\, and why?Q4 (optional): What is the role of the Moon in answering the scientific objectives?Q5: What  will scientific activity in the Moon look like in the next 5\, 10 and 50 years? What role can the MVA play in this regard?\n\n\n\nModerator: Bas Krijnen \n\n\n\nKeynote Speaker: Bernard Foing (VU Amsterdam/Leiden) \n\n\n\nSubject Matter Experts: Bernard Foing (VU Amsterdam/Leiden)\, Ian Crawford (Professor of planetary science and astrobiology at Birkbeck\, University of London)\, Madhu Thangavelu (USC Architecture)\, Melissa Battler (Mission Control Space Systems)\, Gordon “Oz” Osinski (Professor and NSERC/MDA/CSA/CEMI Industrial Research Chair in Earth and Space Exploration\, Western University) \n\n\n\n\nTopic 5: Technologies for a Sustainable Moon Village\nWith space agencies around the world competing to send the next manned mission to the surface of the Moon within the next decade\, the prospect of a sustained settlement on our closest planetary body seems closer than ever before. Which technologies can ensure that our future Moon village is as sustainable as possible? This discussion group will work on creating a priority list of current and emerging technologies with the most potential and assessing their technology readiness levels. A main focal point will be the role the MVA can play in supporting the development of these technologies and the involvement of emerging space countries. \n\n\n\nQ1: What are the main enabling technologies for operation on the Moon? What TRL are they?Q2: What emerging technologies will play a role in the next 5/10/50 years?Q3: What role can emerging technologies play in this area? Q4: How can the MVA ensure emerging space countries can contribute to the development of those technologies?\n\n\n\nModerator: Teodora Todorova – Jorge Rubén Casir Ricaño \n\n\n\nSubject Matter Experts: Kathleen Coderre (Lockheed Martin)\, John Mankins (MVA) Chantelle Dubois (CSA) \n\n\n\n\n\nOther Activities During the Event\n\n\n\n\nLightning Talks\nAfter acceptance to the event\, participants will be allowed to submit a request for a lightning talk during their registration. Lightning talks will be a 5 minute opportunity to provide an overview on a project you are working on. These are not pitches to sell an object or a service\, but an opportunity to share know-how and raise awareness about your work. \n\n\n\nThe hope is that these talks lead to additional interactions during the networking sessions of the event. \n\n\n\n\nNetworking Event and International Night\nWe will be organizing a networking event as an opportunity to interact with fellow participants\, subject matter experts and some of the members of the MVA. The International Night will be an opportunity to go and explore different cultures as represented by our participants. We will also hold a Moon Trivia. \n\n\n\n\n\nCompetitions\n\n\n\nWant to join our event for free?
