Schwartz is an Assistant Professor of Philosophy at Wichita State University. His research focuses on philosophical and ethical questions that arise in space exploration and space policy. He is author of The Value of Science in Space Exploration (Oxford University Press\, 2020) and co-editor with Tony Milligan of The Ethics of Space Exploration (Springer\, 2016). His research also appears in journals such as Advances in Space Research\, Acta Astronautica\, Space Policy\, Astropolitics\, Journal of the British Interplanetary Society\, Environmental Ethics\, Ethics & the Environment\, and others. He has also contributed to numerous edited collections on the ethics of space exploration\, most recently to Human Enhancements for Space Missions (Springer\, 2020) and Astrobiology: Science\, Ethics\, and Public Policy (Wiley\, 2021). \nDr. Marco C. Bernasconi is a Swiss expert in lightweight structures\, astronautical systems\, and astronautics and society assessments. During his career he gained extensive experience in the development of ultralight structure technologies and application designs. He has repeatedly served as a consultant to the European Space Agency for futures assessment (1995-97\, 2001-2003)\, and contributed to a number of study groups within the International Academy of Astronautics (IAA)\, of which he’s been a full member since 1995. SUMMARY:Lunar Commerce & Economics WG Webinar - Commercial potential of the Moon – why and how?
DESCRIPTION:Humankind is going back to the Moon – both via robotic and crewed missions. Indeed\, it is hoped that now\, over a half century since the Apollo landings\, this time the intention will be to stay. Various architectures are being proposed which address the technical challenges of providing an environment for the future occupants of the facilities on and below the lunar surface. Also\, a great deal of work is taking place to establish the legal and regulatory basis for such a future habitation and working base. But how will the financial resources become available to make this future possible\, and how can a truly commercial set of enterprises on the lunar surface function to provide revenues\, creating the next\, permanent\, phase of lunar development? \n\n\n\nThis webinar will provide an insight into how the Moon Village Association (MVA) is tackling these questions\, by the creation of a Working Group on Lunar Commerce and Economics (LCE)\, which is working to produce a “Lunar Commerce Portfolio”. This will be created from the best available international data\, and will become a reference source for the planning community – in space agencies\, in the series of commercial entities contributing to these activities\, and to the venture capital and insurance sectors underwriting the entrepreneurial companies taking these first commercial steps. In a field where many principles lay untested\, the obligation to register has a long history of compliance. Counting thousands of registrations\, the Registration Convention (RC) is arguably the most utilized space treaty. \n\n\n\nOVERVIEW OF THE REGISTRATION PROJECTThe Registration Project was launched in 2021 to address the shortcomings of existing law and practice regarding the registration as humankind returns to the Moon. This self-governed working group is a joint venture of the Moon Village Association (MVA) and the Global Space Law Center (GSLC) at Cleveland State University. The group consists of 25 members from around the world drawn from industry\, academia\, government\, and nongovernmental organizations. The author of many books\, Chris spent 33 years as Editor-in-Chief at Omnibus Press\, a publisher specialising in books about music.  Now retired\, he hosts a popular blog called ‘Just Backdated’ on Blogspot. \n\n\n\nLisa Pettibone\, originally from California\, is a UK based visual artist and curator working at the intersection of art and science. With an MA in Art and Science from Central Saint Martins London\, she produces sculpture\, installation and print responding to concepts in astronomy and physics. She was artist in residence at Mullard Space Science Laboratory in the UK from 2018-2019 where she followed the ESA’s Euclid Mission. Exhibiting internationally\, she won the UK National Open Art Prize 2017 and was selected to show her work at the European Cultural Centre in Venice in 2022. DESCRIPTION:MVA President\, Dr. Giuseppe Reibaldi\, will be participating in the RUDN University Space Week with the presentation “Moon Village Association contribution to sustainable lunar activities”\, on October 5.\n\n\n\n\nEvent Program\n\n\n\nRegister\n\n\n\n\n\n\n\n\nRUDN University Space Week \n\n\n\nOctober 4-7\, 2021\, the University will host RUDN University Space Week for the first time. A series of panel discussions with prominent representatives of the space science will be organized within 4 days. \n\n\n\nIn 2021\, despite the ongoing COVID-19 pandemic\, there was a boom in space activities: the landing of the Perseverance rover on Mars\, the launch of the first module of the Tiangong space station\, a series of suborbital human flights into space\, which gave a new round to the era of space tourism. These events affect not only the development of humanity\, but the evolution of space law. \n\n\n\nOn December 6\, 1999\, the UN General Assembly proclaimed World Space Week as an annual holiday. This event is celebrated every year from October 4 to 10. The choice of the period is based on two important dates in the history of cosmonautics: the launch of the first artificial satellite of the Earth and the signing of the Outer Space Treaty of 1967. The purpose of this event is to celebrate the contribution of space science and technology to improving human living conditions. This idea inspires students\, contributes to the formation of future specialists\, and demonstrates significant public support for space activities. \n\n\n\nOctober 4-7\, 2021\, within the framework of the World Space Week\, the Zhukov Center for Space Law of the Department of International Law will hold together with the RUDN University Engineering Academy – RUDN University Space Week. The event format includes a series of online lectures\, discussion panels and Q&A sessions. SUMMARY:Cultural Considerations WG webinar: Space for Art
DESCRIPTION:The urgent push into space development within the private sector has stimulated debate about public access to space for non-astronauts and for cultural initiatives. The Moon Gallery Foundation has put art at the centre of establishing a significant place for the humanities by proposing the first lunar gallery\, anticipated by 2025. As a preliminary test mission\, they will be sending the work of 64 artists to the International Space Station in early 2022. The foundational team will discuss their motives\, ambitions and planning for their pioneering projects. The talks will be followed by a Q&A session at the end. \n\n\n\nProf. Bernard Foing is the new President of Space Renaissance International and a former ESA Senior Scientist researching planetary science with a focus on the Moon and Mars and was Principal Project Scientist for SMART-1\, the first European mission to the Moon. He has contributed to the Moon Village concept and collaborated with the ArtMoonMars Collective and is Executive Director of the International Lunar Exploration Working Group (ILEWG). \n\n\n\nAnna Sitnikova is an interior architect\, speaker and art curator based in Amsterdam. She is a founding member\, curator and the deputy-chair of the Moon Gallery Foundation. An elected expert on the Technical Committee on Cultural Utilisation of Space (ITACCUS) of the IAF\, she is also on the Space Habitats Committee of the IAF. She is a tutor at the Royal Academy of Art (KABK)\, The Hague and is a project leader at Studio Samira Boon\, Amsterdam. \n\n\n\nElizaveta Glukhova is a graphic designer\, researcher and media artist.  A founding member of the Moon Gallery Foundation\, she is co-curator and manager of the Moon Gallery. DESCRIPTION:MVA Vice President\, John C. Mankins will represent the Moon Vilalge Association at the APRSAF Space Policy and Law Working Group (SPLWG). \n\n\n\nThis session will discuss and envisage how international governance should be to understand\, share and mitigate the anticipated risks in future space domain taking into consideration the new space activities involving emerging space players in Asia-Pacific region. The session will have presentations focusing on views and opinions concerning space sustainability surrounding emerging public and commercial players in the region. In his book “Futurist spaceflight meditations” (2021)\, Prisco covers spaceflight and human expansion into space\, with a special emphasis on cultural and spiritual aspects. Prisco’s thesis is that human expansion into the solar system\, starting with outposts on the surface of the Moon and in cislunar space\, is a cornerstone of emerging future spirituality. This new spirituality will\, in turn\, inform human expansion toward the stars. \n\n\n\nCatherine Newell is a scholar of religion and science who is particularly interested in the intersections of science\, technology\, culture\, and spirituality. In her book “Destined for the Stars: Faith\, the Future\, and the Final Frontier\,” Newell traces the cultural and spiritual roots of US space exploration programs and argues that they were mainly inspired by a technological and scientific faith that awoke a deep-seated belief in a sense of divine destiny to reach the heavens. \n\n\n\nJorge Mañes Rubio is an artist whose works rethink humanity’s relationship with the universe and all the beings that live in it. As Artist in Residence at the Advanced Concepts Team ESA\, Rubio designed a Moon Temple for a future lunar settlement in Shackleton Crater. The Moon Temple wouldn’t be associated with any specific religion. On the contrary\, it would be open to everyone\, in particular to the fast-growing category of people who describe themselves as “spiritual but not religious.”
