Disruptive Technologies: A Game-Changer For Lunar Governance

In April 2025, the MVA established a new strategic initiative, the “Disruptive Technologies: A Game-Changer For Lunar Governance” Working Group
(DTLG-WG).
This new Working Group operates under the esteemed operational umbrella of the MVA Lunar Governance Working Group, which is co-chaired by Dr. Giuseppe Reibaldi, President of the MVA and Executive Secretary of the Global Expert Group for Sustainable Lunar Activities, and Professor Mark Sundahl, Professor at Cleveland State University College of Law and Director of the Global Space Law Center.

Project One – “Compliance-by-Design for Lunar Autonomous Systems
Impact on Lunar Governance” (‘DTLG Project One’).

The Terms of Reference for DTLG Project One, duly approved by the MVA LGWG Co-Chairs and the MVA Board, are uploaded on this webpage, together with a Framework Draft Zero.

The anticipated output of Project One will provide critical guidance to States, commercial entities, and civil society stakeholders in managing autonomous lunar activities in a manner that is safe, transparent, and compliant with international law.

To this end, Project One is dedicated to developing a coherent framework of legal, technical, and assurance requirements. This framework will permit autonomous systems to conduct surface and orbital operations on or around the Moon in strict conformity with established international space law, recognized technical standards, and sound risk-management practices. It aims to furnish regulators, operators, and insurers with a common reference for licensing, certification, operational oversight, and the allocation of liability.

The membership of the DTLG-WG is as follows:

  • Malak Trabelsi-Loeb (UAE) Trabelsi-Loeb Consultants, space and deep tech lawyer

  • Günes Unuvar (Luxembourg) WOUD Law, space and deep tech lawyer
  • Prof. Sylvester Kaczmarek (UK) Expert in Trustworthy AI, Space Systems Cybersecurity, and Autonomous Robotics for Lunar Operations
  • Caylan Fazio (USA) J.D. ’25 Cleveland State University College of Law (affiliated pre-graduation to the CSU Global Space Law Center directed by Prof. Mark Sundahl)

Professor Sylvester Kaczmarek, an internationally recognized Expert in Trustworthy AI, Space Systems Cybersecurity, and Autonomous Robotics for Lunar Operations, has been appointed as Project One Lead for Secure Autonomous Systems. He focuses on defining the critical compliance-by-design requirements for autonomous systems across diverse lunar activities, including the exploration of scenarios involving both deliberate and accidental system behaviors.
